BILL ANDERSON

Mr. Anderson is an independent consultant focusing on foreign assistance; interagency collaboration in national security and foreign affairs; and strategic planning, program design, and evaluation. He has varied experience as a senior leader/manager and troubleshooter in multi-cultural situations as well as in team building, facilitation/training, and executive/organizational coaching.

From July 2006 – July 2008, Mr. Anderson served as the USAID Senior Development Adviser at the US European Command in Stuttgart Germany. He was the first USAID Development Advisor posted to a DoD Combatant Command and received the Joint Civilian Service Commendation Award.

Mr. Anderson is a former USAID Senior Foreign Service Officer (1979-2001), having served mainly in Africa with long-term assignments in Senegal, DRC-Congo, Tanzania (Deputy Mission Director), and Eritrea (USAID Mission Director). In his first USAID assignment, he managed a global series of rural road impact evaluations as part of an Agency-wide impact evaluation effort and led an international conference to identify best practices for future road projects. He was USAID Director in Eritrea at the beginning of the Eritrea-Ethiopia Border War in 1998 through the first year of the conflict. For his last USAID assignment, he directed the Office of East and South Asia in USAID’s Asia Near East Bureau (ANE).

Prior to USAID, Mr. Anderson served for six years as the Legislative Director for Cong. Clarence D. Long, a former Chairman of the House Foreign Operations Appropriations Subcommittee. Prior to his EUCOM assignment, he completed a variety of consulting assignments in Russia, Mali, Tanzania, Kenya, and Morocco; with USAID’s Human Resources and Conflict Management and Mitigation Offices; with DoD’s Joint Forces Command; with the Jane Goodall Institute; and with the Thomas J. Watson Foundation.

Mr. Anderson is a graduate of Davidson College (Phi Beta Kappa) with a Master of Public Affairs from Princeton University’s Woodrow Wilson School of Public and International Affairs and a Certificate in International Security Studies from the Industrial College of the Armed Forces (ICAF -- part of the National Defense University). At ICAF he was a Distinguished Graduate and received the Commandant’s Award. He is fluent in French, speaks basic Kiswahili, and is a trained Executive Coach. Mr. Anderson and his wife, Kathryn Delaney, have a daughter Elena.
